David M. Honan, Associate Vice President for Public Safety
David Honan has served as Cornell University’s Associate Vice President of Public Safety since April of 2021. Originally from Rochester, New York, Honan joined the Cornell University Police Department in 1995. Progressing through the ranks as an officer, sergeant and lieutenant, Deputy Chief, and Chief of Police. AVP Honan is passionate about building bridges and meaningful connections between public safety practitioners, law enforcement and all members of our community and is dedicated to actively pursuing opportunities to meet, collaborate and develop relationships between public safety staff, police and students, as well as with the staff, faculty and visitors who come to campus. AVP Honan leads the Public Safety division which includes the University 911 Communications Center, the Cornell Police, Cornell EMS, Emergency Management, the Access Control Program, the Community Response Team, the Public Safety Ambassador program, and the University Clery Compliance Office. He serves as the lead on the University Incident Leadership Team and a member of both the Public Safety Advisory Committee and the University Threat Assessment Team. He is a certified law enforcement and police firearms instructor as well as teaching many classes in police management, community engagement, effective investigations, victim advocacy, and diversity. Dave holds a bachelor’s degree in sociology with a concentration in criminal and juvenile justice from Ithaca College and is a graduate of the FBI National Academy, Session 249. He is a graduate of Cornell’s Leading Cornell and Harold D. Craft leadership development programs.
Anthony Bellamy, Chief of Police
Anthony G. Bellamy joined the Cornell University Police Department (CUPD) in February 2004. Since joining CUPD, he has been a Patrol Officer, Investigator, Uniformed Sergeant, Major Investigations Sergeant, Operations Lieutenant, and Deputy Chief for Operations and Community Engagement, and as of April 2022, became the Chief of Police. In his time at CUPD he has earned his bachelor’s degree in criminal justice systems from Keuka College in 2008; and a Master of Public Administration from Marist College in January of 2015. In 2023, Anthony graduated from the FBI National Academy Session 287 and received a Certificate in Public Safety from the University of Virginia. He has completed several Cornell University professional development leadership programs, and is a Police General Topics Instructor, Response to Domestic Violence Incident Instructor, and trained in Crisis Negotiations. During his time with CUPD, Anthony has been recognized as the Frank G. Hammer Officer of the Month in March 2007 and June 2014. He has been Officer of the Year in 2008, and received the Director’s Citation in 2009, and Medal of Valor in 2015. The Office of Sorority and Fraternity named Anthony the Andrew Dickson White Administrator of the Year.
Before working at Cornell, Anthony worked full-time with the Dutchess County Sheriff’s Office (2/91-10/98) and the City of Poughkeepsie Fire Department (10/98-02/04) in Poughkeepsie, New York.
David Brooks, Access Control Program Director
David Brooks is the Access Control Program Director for the Division of Public Safety, overseeing the physical security infrastructure for the Ithaca campus and beyond. His team is responsible for the implementation and management of key security systems, including electronic card access, video surveillance, and brass key management. With over 12 years of experience in the access control field, David has held several key roles within the program. He initially joined the team as a software developer, where he was instrumental in developing the university’s key management solution. Over the years, he transitioned into IT management, and now serves as Director, bringing a wealth of expertise in both technology and security management to his leadership role.
David is a graduate of the Rochester Institute of Technology with a background in telecommunications engineering. He holds multiple IT and cybersecurity certifications, which provide him with a unique, risk-focused approach to his work. In addition to his role at the university, David is an active member of several professional organizations, including ASIS International and InfraGard, where he continues to grow his knowledge of physical security and cybersecurity trends.
Bryant Carpenter, Public Safety Ambassadors Manager
Bryant Carpenter is the Manager of the University’s Public Safety Ambassadors unit. In this role, he is responsible for building and implementing this team of friendly, community-oriented, unarmed, security professionals. As a previous Police Lieutenant with University Police Services Command in Las Vegas, Nevada, he brings a wealth of public safety experience and knowledge to the Cornell University Division of Public Safety. In his previous role as a Police Lieutenant, Bryant was responsible for the overall safety and security of 90,000 students, faculty, and staff across four institutions of higher education, covering six campuses throughout the Las Vegas valley. Bryant holds a master’s degree in criminal justice, with a Concentration in Emergency and Disaster Manager from American Military University. He is a graduate of the Northwestern School of Police Staff and Command. Bryant is also an active member of the U.S. Air Force Reserves, where he serves as a Security Forces Superintendent, stationed out of Joint Base Charleston, South Carolina.
Dan Maas, Director of Emergency Management and Business Continuity
Dan Maas is the Director of Emergency Management and Business Continuity for Cornell University. He oversees the University’s emergency management program which is based on four critical elements: prevention-mitigation, preparedness, response, and recovery. He also oversees the University’s business continuity program and continuity of operations planning. Dan serves as staff advisor for Cornell University Emergency Medical Service, a student-operated basic life support emergency medical first-response agency. He has over forty years of experience in emergency management, special event management, EMS, fire, technical rescue, and hazardous materials response and management. Dan is a graduate of Cornell University, has been recognized as a Certified Emergency Manager by the International Association of Emergency Managers, and is certified as a New York State Emergency Medical Technician.
Peggy Matta, DPS Administrator and Project Manager
Peggy Matta is currently overseeing several Public Safety initiatives having just transitioned out of being the leader of both the University’s Clery Compliance office and the Access Control Program. During her years at Cornell, she has worn several different hats. Many of these years in Facilities working with the senior leadership and directly with the University’s Board of Trustees. Using the employee degree program, Peggy earned a degree in Psychology, and then became board certified as a Senior Human Resource Professional (SHRP). She has served as director of Human Resources within the Administration Facilities and Finance organization, Director of Emergency Planning, and an Executive Coach. She is a graduate of Cornell’s Harold D. Craft leadership development programs and served as a facilitator for the program. In 2022, Peggy received the President’s Award for Employee Excellence – Trustee Award.
Ashley Percey, Director of Public Safety Communications and Technical Systems
Ashley Percey is the Director of Public Safety Communications and Technical Systems. She began her career at Cornell as a dispatcher in the Cornell Police Department (CUPD) before transitioning to the role of Interim Technical and Security Services Lead for CUPD leading the technology and compliance efforts. Ashley took a position in the College of Agriculture and Life Sciences IT as an Applications and Business Analyst working on project intake, requirements gathering and business analysis efforts. She later transitioned into Facilities and Campus Services, serving as their IT Liaison where she developed an IT Strategic Roadmap compiling the various department needs. Her passion for public safety led her back to the Division of Public Safety in her current role as Director of Public Safety Communications and Technical Systems leading a team of 12 dispatchers and 3 dispatch supervisors who are responsible for answering calls for service from the Cornell community, and then dispatching the appropriate response resources for person(s) in need. She also oversees the technology and records group who are responsible for implementing and maintaining technology and records management throughout the division. Ashley is currently in the Cornell employee degree program enrolled in the CALS Communication school, with an expected graduation date of May 2025.
Christopher Schmidt, Director of Clery Compliance
Christopher Schmidt is the Director of Clery Compliance for Cornell’s Ithaca campus. His team collaborates with many university partners including Cornell AgriTech and Cornell Tech to foster safer campus communities through disclosure of policy and campus crime information. He began his career in higher education at Cornell as a Telecommunications Officer with the Cornell University Police Department before transitioning to the role of Clery Compliance Associate. Chris has extensive training and certifications in all aspects of Clery Act compliance administration. His dedication and contributions to campus safety led him to his current role as Director. Christopher is a graduate of Wilkes University with a background in psychology, statistical analysis, emergency services, and law enforcement state and federal crime data reporting.
Julie Tibbits, Finance and Business Manager
Julie Tibbits is the Finance and Business Manager for the Division of Public Safety (DPS). She is responsible for financial planning, budget analysis, and forecasting including budget development and management and financial reporting and oversight. Working closely with the Associate Vice President and division unit directors she oversees the day-to-day financial operations and support provided to departments within the division.
Julie has worked with senior leadership at Cornell University for more than 38 years in a variety of finance, human resource, and administrative management roles with the most recent being that of the Assistant Manager of Finance and HR in the College of Arts and Sciences, Schwartz Center for the Performing Arts. She is a graduate of the Cornell University Management Academy and is certified in Cornell’s Accounting and Payroll Certificate Programs. Julie is also a George Peter Award for Dedicated Service recipient.
Angaleen Trentanelli, Director of the Community Response Team
Angaleen Trentanelli is the Director of the University’s Community Response Team, a new mental health crisis response unit that serves persons in crisis on the Ithaca campus. The Community Response Team is currently in the process of expanding staffing which will increase coverage time for the Cornell community. Angie is a Licensed Mental Health Counselor with 10 years of experience providing direct therapy to a wide range of individuals with mental health struggles. She is also a National Certified Counselor and Master Credentialed Alcoholism and Substance Abuse Counselor.
